Pursuant to Cir No 10 C.S. from your Head Quarters I have the honor to submit the following report of the manner in which the order restoring to the State authorities jurisdiction in criminal cases over colored persons has resulted with reference to the interest of the freemen. Within the counties of Campbell and Appomattox.

(I think that all cases which may get beyond the magistrates will be tried with fairness, though I know of no criminal cases in which the White man has been accused by the freedman that have reached a higher court than a magistrate)
