In compliance with Par 6. Cir No 10, dated Hd Qrs Asst Com'r. Va, March 12, 1866 Reports the jurisdiction in criminal cases in which Freedmen are parties - has resulted greatly to their disadvantage.  Every case in which a Freedman has been tried - he has been found guilty or sent on for trial before a Superior Court. Reports one case during trial where complainant seized a negro & cut him severely in the face - the negro was
sent to Jail to await trial.
