General,
I have the honor to make the following report in reference to the administration of civil justice in my Sub district, comprising the counties of Montgomery, Pulaski and Giles in the 8th Dist. of Va during the month ending July 25th 1866.

In Montgomery County, no cases in which colored persons were implicated in offences against the Law, have been brought to trial before the county court. Three Freedmen are now awaiting trial, two for petty larcenny, the other for misdemeanor and resisting the officer of Justice, while in a state of intoxication. The last named it appears is a returned U.SS Soldier, and having money about his person, was induced by white-men to spend it for liquor, and finally become beastly intoxicated, and being in a fighting mood, caused a general disturbance of the peace.  The magistrate then interfered, and endeavored to make his arrest, calling on various parties for assistance.
