General. In compliance with instructions dated Hd Qrs Supt B. of R.F. & A.L.! 8th Dist of Va May 21st 1866 relative to the "administration of Civil Justice".
I have the honor to report that (in my Sub dist comprising the counties of Carroll. Whythe and Grayson 8th Dist of Va.) I have been referring to the Several magistrates Cases of dept for labor performed by the colored people and have not been informed of any case were justice was not given or warrant not issued upon applications. There has not been to my knowledge, any cases tried by jury in my Sub dist during the month of July 1866.
