Reports in compliance with Circular No 10 C.S. that the Freedman receive equal justice with the whites in all courts of Law in King and Queen County, attends all trials and preliminary hearings and has not seen any disposition on the part of the whites to refuse them an impartial hearing, They are admitted to bail on the same footing with whites &c.
