   I have the honor to make the following Report in compliance with Circular No 10  c.s. The Freedmen receive equal Justice with the whites, in all Courts of Law in King and Queen County. I attend all trials and preliminary hearings in which the Freedmen are concerned, and I  have not seen any disposition on the part of the whites to refuse them an impartial hearing in any cases where they amy be concerned. They are admitted to bail &c on the same footing as the whites, and always succeed in obtaing that, and good Counsel.
