Tom Dick and Harry, or that they have not been furnished with a copy of the new order of Virginia, and do not know how to proceed in the case, and that things are so mixed up now a days that it is impossible to get a law to make the case, thereby defrauding him of the justice due him in the courts, that they are too anxious to tax him to sustain. And at the same time can find laws to prosecute all cases when the white man is compliant. 

It is almost impossible under the present state of things to collect a debt if the white party does not choose to pay it, and if the frequent cases of whipping by the whites, the colored freedman gets no redress.

I believe it is the intention of the civil authorities to evade in every possible manner the prosecution of whites when the complainant is colored.

I further believe that the only way they can get full justice is through the Freedmans Courts.
