In compliance with Circular, No. 10, current series, Head Quarters Asst. Com. Va., I have the honor to report, that - 
Since I have been on duty in this subdistrict, I have attended all trials of colored persons in the circuit and municipal courts, and all preliminary examinations before single magistrates and the county courts, and all controversies where colored persons were witnesses, when notified.
In some instances, where investigations were had before Justices of the Peace in distant parts of the county, I have received no notice from either the officer who made
