the arrest, or who tried the cause, because no request to that effect was made, either at the time the warrant was issued, or at the time of the arrest. But I have not heard, nor has it been complained to me, that any discrimination was made, in any case, to the injury of the person or interest of a freedman. 
In all cases I have attended, and, as I before remarked, I have been present in every instance where I have had notice, I have observed nothing like a disposition on the part of any magistrate, high or low, to withhold from the freedmen any right to which they are entitled under the laws of this State and the United States. On the contrary, I have witnessed on the part of two or three magistrates, a painstaking that evinced both patience and kindness, to administer the laws understandingly to the freedmen. 
No instance has been reported to me, or come to my knowledge, or neglect on the part of a magistrate, or the Attorney of the
