I have the honor respectfully to report per orders of Circular No 10 CS Hd Qrs Asst Com'r Rich'd Va March 12th 1866. that thus far the Criminal Cases of Colored persons tried by the Civil Authorities have been very fairly dealt with. On all occasions Colored evidence have been duly admitted and considered by the Courts of this Sub Dist. and there is a disposition on the part of the educated people for the Freedmen to have justice at their hands. There has been no cases worthy of note during the month. One Freedman had broken into a Store was put in the jail to be brought before the Court next day but broke jail during the night and is still at large. And Wilson Merley Col'd was bound over, and gave bail for making threats against Betsy Hood Col'd
