In obedience to Paragraph 6 Circular No 10. Head Quarts Asst Comr B.R.F..A.L. State of Virginia of date March 12th 1866, I have the honor to report that the Superior and County Courts seem to treat impartially - as far as I can learn - all cases of a criminal nature charged against the blacks. I cannot say as much however of the inferior or Magistrates and Mayor's Courts.
Local prejudices in a measure govern the decisions of these Courts - hence in neighborhoods where the whites are strongly prejudiced against the blacks (there are but few neighborhoods that are exceptions to this rule ) the Freedmen suffer injustice.
