notify the plaintiff of the time and place of the trial, the result was neither the plaintiff or my self was present and the cost of the Suit was thrown upon the plaintiff, but the Mayor squelched the proceedings, the Freedman, would not again enter the case, (It was assault with intent to kill.)

There is an nother [[another]] suit pending in which the Freedman, is Defendant, this a case of theft. 

There has been quite a number of criminal cases amongst the Freedmen, reported to me within a short time past all of which the Magistrates have refused to act upon but for what reason I have not yet learned. Of the civil cases I have known of but one that the Magistrates have taken
up; and in fact they have done nothing in it but prommised [[promised]] to do so.

There is one thing in particular of which the Civil Autorities take no notice of; regarding the Marriages, a great many Freedmen are deserting their wives, with whome they have lived for a period of from one to five (and in some cases more) years
