In compliance with Circular No 10 Hd Qrs Asst Comr Va 1866. I have the honor to report that I have attended all the trials and examinations of criminal cases in which a colored person was a party, in Charlotte Co during the month of July, at the court which was held the first Monday in the month several cases were tried and in every case they were treated with impartially and I did not see an instance in which colored testimony, did not receive its full weight in the court. I have been present at all preliminary examinations and have not seen a colored person committed for trial unless there was sufficient testimony against him to warrant it. So far as I have seen the civil authorities have shown a disposition to exact justice in every case which has been brought upon them.
