General:
I have but criminal cases to report this month which came before the County Court. I cannot speak in too high terms of the fairness with which Freedmen are treated by the Commonwealths Atty & Court in Criminal Cases.

A Freedman, has no chance of redress, before most of the Magistrates, in Cases of petty outrage committed against them by citizens I think the recent order of Genl. Grant's will check the causes of complaint a great extent, make the magistrates more willing to listen to Freedmen in such cases.

The feeling between white & black, is bound to be good, so long as the Freedman, plod along in their beaten track & have not the presumption to stand up for their rights.

In matters of debt, no case has been reported to me yet wherein the civil
