In compliance with Par 6 Circular No 10 dated Hd Qrs Asst Comr State of Va Richmond Va March 12th 1866. I have the honor respectfully to forward the following Report.

During the month I have attended and initially observed the proceedings in the trial of Freedmen, before the Court of the City of Richmond and County of Henrico.
 
I have had during the month frequent occasion to make reports on the unjust decisions of the Mayor in the cases of freedmen. He evinces a feeling towards them utterly at variance with his judicial position. Occurrences of brutality by the whites are becoming more prevalent. On these occasions little or no justice is shown the Freedman, and Many instances occur. That where the whites have been clearly proven guilty they have been acquitted by the Mayor.
