The testimony of Colored persons, is very reluctantly allowed and they do not receive that consideration which is due a witness. Great injustice is done them by the non-notification of the County Judges. for me to attend the Trials and I invariably find where I am not in attendance, the case is given against them.
Another act of injustice is done - in the simple violation of a city ordinance (such as sleeping on the benches in the market during the night) it is used for the Mayor to put the offender under bail, for their further good conduct, knowing full well they cannot obtain if they are remanded to Jail until they can procure it, or discharged when the Mayor considers it proper.
