Reports he has been present at several trials where freedman have been interested and is fully convinced no justice will be given freedmen when whites are interested. States a colored man who has been a U.S. Soldier was fined $6 for cursing a white man and freedmen are loth to go to any magistrates with complaints as they feel they will get no justice

Reports names of freedman confined in jail awaiting trial. Also case of "Cadet" shooting citizen.

States a committee are assessing the value of property of Va Mil Institute destroyed by Genl Hunter, with view to indemnification by U.S Govt of losses sustained  Trusts the Government will veto the distribution of arms & amunition among these citizens.
