General -
I have the honor to make the following report relative to the administration of civil justice in my Sub District, comprising the counties of Montgomery, Pulaski and Giles, in the 8th District of Virginia, during the month ending August 25th 1866.

Very generally the civil authorities have shown a disposition to award to the Freedmen their full rights and privileges under the law - and all cases brought up for trial before the courts, have been decided with impartiality and fairness.

Not a single instance has come to my notice in which the testimony of Colored Witnesses has been rejected, in cases where the Freedmen were concerned - and there appears to be a growing desire among all parties to do what is right and just.
