General: 
I have the honor in compliance with the circular No 10th of date March 12th 1866 to make the following report: 

There has been no cases brought before me during this month where courts have acted contrary to the rules of Justice. 

There are a number of cases to be brought during this coming month before the courts. 

All refugees & deserters from the Rebel lines repeatedly complain, as well as all those who held out Union sentiments during the late war, that it is of no earthly use for them to carry their cases before these courts because they cannot get justice. In my opinion there is a great deal of truth in this, for lawyers at the bar have in my presence, often said in court, that they knew this one and that one, to have been a deserter or refugee, and recreant to the "Great State of Virginia" during the holy struggle.

I do think that the prejudice
