I have the honor to report, pursuant to par. VI. Circular No. 10 dated Hd. Qrs. Asst. Comr. State of Va. Richmond Va. March 12th 1866, that I have been present at all trials and preliminary hearings in which freedmen were parties or witnesses, which have occurred in this sub-district during the present month, and that in all cases their evidence was received and considered and impartial justice administered in accordance with existing laws.
