Also many Cases of freedmen against white men, frequently are only taken up by the J.P. by being pushed to do so, by me; while on the other side freedmen are quarreling, and are troubling, as well Civil Officers as me for Cases, in which sometimes they them self, for bringing them up used to be punished.

As this people has a habit to do small offences, provisions are to be made to punish them accordingly, to keep them in Jail, is to Costly and allowed no punishment the Court does prever to discharge them, whom all will come again & again to the large Well behaving Majorities, discease; a few days work on a public Road would approve the matter very much; and is to be recommended in Cases as I here will take liberty to bring one befor your honor. Wm. Nelson, a freedmen has struk a other freedmen, C Johnson theirby using a [[provane]] language, being taken befor Justice J. Tally, of this County, and requested to give $100. bail for good behavior, and for the time of 12 months, by a common but not bad Character, but poor, he was not able to [[?]] that Bail and is now suffering in Jail and verry likely will have to remain there for 12 months. He has a wife and family, and as I understand a good Crop in the field (working a Share) 15 a 30 days work
