Complaints made before them by Freedmen unless the Asst Supndt pushes the case in such a manner that the magistrate cannot avoid acting on it. but as the Asst Suprndt cannot attend all preliminary examinations in the both counties, it is only reasonable to suppose that a number of complaints are neglected by such magistrates. When Freedmen personally appears before a magistrate and makes his complaint, the latter functionary dispenses more advice and reprimands, than justice. As an example of the manner in which some cases are disposed of, I would cite the complaint of a Freedmen named "Robert" who claimed $10.00, compensation for services rendered a Mr Williams of Nnottaway Co. I referred the case to Mr Crenshaw Magistrate, of same county for trial, he declined to try the case and sent the Asst Suprndt word that the defendant was a friend of his, and he didnt wish to offend him by trying the case. Another manner in which some of the magistrates have exhibited their bitter prejudice is in committing Freedmen to jail to await trail by the county court,
