In compliance with "Circular No. 10" dated Bureau of Refugees, Freedmen and Abandoned Lands, Head Quarters Assistant Commissioner, State of Virginia, Richmond, Va, March 1st 1866, I have the honor to report as follows:  A Justice of the Peace will not issue a warrant for a colored person when applied for in view of redress before the law, nor can a warrant be obtained by a colored party for this purpose, only an application of the Asst. Superintendent, and then, in my honest opinion, it is only issued by the Magistrate through fear of being reported to military authorities.
