When cases are tried where colored people are interested, the provisions of the law as above quoted (in Cir No 10) are complied with as regards the admission of the evidence of colored people &c; but when summing up the case, the evidence adduced by colored parties is certainly set entirely aside, and given no weight whatever.  The whole proceedings of these tribunals, so far as justice is concerned, is nothing less than a gross farce.

It is entirely out of the question for a colored man to get justice done him by these magistrate courts, where a white man is interested against him. While, at the same time, the magistrate is careful to so [[?]], as not to commit himself to the liabilities of a fraudulent proceeding.
