I have the honor respectfully to make detracted report, for instructions of Circular No 10 C.S. Hd. Qrs. Asst. Com'r. Richmond Va March 12th 1866, requiring the manner in which the above order restoring to State authorities jurisdiction in criminal cases, over colored persons has resulted" The following are cases brought before the Circuit court, this month, "Judge Sheffey presiding"

Commonwealth vs. William Holly (col'd).  3 indictments against the prisoner.  
1st breaking open the meat house. 
2d Grand Larceny 
3d. breaking jail"  

Evidence convicting was very ably defended by Thomas H. Tutwiler Atty at Law.  Tried separately on each indictment
1st felony.  found guilty with punishment of 3 years in State Penitentiary.  Set aside by Judge Sheffey.
2d.  Grand Larceny.  Guilty, 3 years.
3d Felony in jail breaking "Guilty, 3 years."  Said Holly sentenced to serve in State Penitentiary 3 years each, on two latter indictments.


Commonwealth vs. Pleasant Perkins (col'd).  Accused of felony and larceny.  The keys in his possession and other evidence strong.  Was defended in every point of law by Thomas H. Tutwiler and Henry MacGruder, Esq's. Convicted for 1 year, set aside by Judge Sheffey.  New trial granted, and bail given.
