In reply to Circular no 10 Head Quarters Asst Comr, State of Virginia, dated March 12th 1866. I have the honor to make the following report:

Whenever negroes get into trouble with the whites they as a general thing come to me with their story about the matter. As per instructions contained in Circular No 10 above mentioned, I give them a note to the magistrate nearest where the occurrence takes place. I always find that the whites are ever ready to take the advantage of the colored if they can where a violence upon the part of either party takes
