I have the honor to report in accordance with Par. VI Cir Co 10. C.S. Office of the Asst Comr that there was been an absolute dearth of cases in which freedmen have appeared before the Civil Courts.

Attention is invited to agents of Asst. Supts. for the current month which are this day forward to your office.

The utter destitution of these people entirely unfits them for the methods of Civil law which while light and easy to a thrifty population, who can always supply unlimited security, are hear after an impoverished people who are compelled to lie in jail for months in default of bail: this has a bitter, demoralizing effect upon the ignorant poor
