B R F and AL Halifax CH Halifax Co Va Sept 30th 1866 Maj Genl J M Schofield Asst Comr State of Va Genl In compliance with Circular No "10" Hd Qrs Asst Comr State of Virginia I have the honor to report the action of the courts & magistrates towards the Freedmen in this county, as being fair and just. No cases of abuse or injustice on the part of either have come under my observation or to my knowledge Since the criminal cases where Freedmen were concerned were turned over to the civil courts one Freedman only has been sent to the Penitentiary, and he for one year. No obstructions are placed in the way of the Freedmen giving evidence in any of the courts of the county. In cases where Freedmen are committed by the Magistrates for trial before the Courts excessive Bail is not required and most cases is easily procured. Very Respectfully Your Obt Servt Geo R.
