In obedience to instructions contained in Par VI Circular No 10. C.S. Hd. Qrts. Asst Com'r State of Va. Richmond Va. Mch 12 1866. I have the honor to state that having attended the Courts in my sub-district during the present month, and having duly observed the
proceedings in Criminal Cases in which colored persons were parties, I have met with no evidence tending to show that the interests of the Freedmen have been injured or neglected
in consequence of the fact that the jurisdiction of the Civil Courts has been extended over criminal cases. I have
noticed particularly the manner in which the proceedings have been conducted and can safely say that I know of no instance in which the Freedmen have failed to meet with impartiality and justice. I believe that in each County the
law respecting their testimony is by the Courts carried out in good faith.
