In compliance with Circular No. 10. Hd Qrs Asst Comm'r. State of Va, I have the honor to submit the following report.
                  
In Lunenburg County. Va, the Freedmen are treated with great injustice. Scarcely any attention is paid to complaints made by them to the magistrates. Owing to the ignorance of the Freedmen, they are not aware of the proper forms and manner, in which to enter a complaint, and as the majority of the Magistrates are not disposed to give them any information, the 
result is, that their complaints remain unnoticed.

Fully one hundred Freedmen, have been drove off the plantations, by their employers during the past month, without receiving any compensation for their services, and upon some fictional charge
