I have the honor to report that but few complaints by or against colored persons have been made during the past month. I think the disposition to steal which was quite prevalent some time ago among a certain class of colored persons is giving way to better deeds. The Courts have been quite severe in punishing persons convicted of theft, and it seems to have had a wholesome effect. Several cases were disposed of in the recent setting of the "Superior Court".
