In obedience to Cir. No 10, Par 6, Hd Qrs Asst Com Va. dated Richmond Va. March 13" 1866. Reports there has been no criminal cases of any importance, in which Freedmen were parties, trial by the civil courts of his Sub. Dist. during the month of Sept, 66. Cases that were tried, have been treated fairly.
