I have the honor to transmit the following monthly report in compliance with Circular No 10 Bureau R.F. & A.L. Head Quarters Asst. Comr Va Richmond Va March 12th 1866, of the manner in which the order restoring to the state authorities jurisdiction in the trial of criminal cases of Freedmen has resulted in the Sub Districts of Nansemond and Isle of Wight Counties Va for the month of October 1866.
During the month there has been several cases of Freedmen tried for stealing and they have in my opinion had a fair trial, and been defended by able counsel, and from the evidence produced they have been convicted. The Courts are determined to put a stop to the stealing of hogs and bacon in particular, and their sentences have been severe from that cause, though not to the full extent of the law.
