The evidence of Freedmen has been received with a fair degree of faith, and I am disposed to believe that justice an a fair trial will be afforded them, though there still exists a degree of prejudice against them when brought to trial for criminal cases. The judges and magistrates seem to be well disposed toward them.
I am very respectfully
Your obedient servant
