I have the honor to transmit herewith report for the month of October 1866 in compliance with Cir Order No 10 C.S.

The requirements of this order is not complied with any more by the civil authorities as far as it applies to notifying the Asst "Supt" of the Bureau where colored persons are a party, in criminal cases, I have attended the county courts and also the superior of Botetourt Co. There were but three criminal cases in my Sub Dist two for theft and one fore infanticide. The two former were disposed off, one convicted but not yet sentenced the other one released. The latter case has not yet come up, considering the condition of the colored population there are but very few crimes committed by them. There is no difficulty for them to get justice in the higher
