General, 
In compliance with Paragraph 6. Circular No. 10. Head Quars Asst Commissioner B.R.F. and A.L. State of Virginia, of date March 12th 1866, I have the honor to report that several trifling cases (except one for murder) of a criminal nature, where colored persons were charged, came to my notice during the present month - and that in all the trials full opportunity to obtain witnesses was given the criminal - and reasonable judgements rendered in each case. 

One case of murder (Glenroy Baker - colored - charged with the shooting and killing of Judson Motley in September last) was tried, to which the Prisoner confessed.
