General
In obedience to Circular No 10 Par 6 Head Quarters Asst Commissioner State of Va dated Richmond Va March 12th 1866. 

I have the honor to report that there has been several criminal cases of minor important tried by the Civil Courts of this Sub-District in which Freedmen were parties during the present month; also one case of murder, in all of which the Freedmen were fairly treated.

The case of murder referred to was that of the murder of the young man Judson Molley by the Freedman Glenroy Baker, the murder was committed on the public highway and was a cold blooded affair. The Freedman was arrested and tried at the October term of the Circuit Court for Spotsylvania County, he plead not guilty to the charge although he had previously confessed his guilt - the court appointed counsel to look after his interest, he was granted a fair trial, convicted and sentenced to be hung on the 18 day of November
