General:
I have the honor to report in compliance with Cir. No. 10. That the instructions of said Circular have been carried out in a general way. I have no complains to make against justice of the Peace, Attorney for the Commonwealth or Grand Jury except that justices do not take hold of complaints as promptly in some cases as would seem desirable this fact induces the belief that were is not for the presence of the  Bureau some cases would be dropped entirely. The testimony of Colored persons is admitted but wether carried out in all cases in good faith it is very hard to say. There is no doubt in my mind that the interests of the Freemen suffers to Some extent on account of color and former status
