I have the honor very respectfully in compliance with Par VI Circular No. 10: B.R.F & A.L. Hd Qrs Asst Commr State of Virginia dated Richmond Va. March 12th /66 to report the manner in which by restoring to civil authorities jurisdiction in criminal cases over colored persons has resulted with reference to the interests of the latter within the limits of my sub Dist.

In Culpeper Co court the following named persons of color were sent on for trial Novr term circuit-court viz:: Wm Dade for horse stealing since broke jail & escaped.

Henry Vaughan for Burglary to be tried next November circuit court he confesses the commission of the crime-
