090 Monthly report as called for in Circular no 10 C.S dated Hd Qrs Asst Commissioner Richmond Va March the 12 1866 of 2nd Lieut Jacob Roth V.R.C. & Asst. Superintendent Bureau of R.F & A.L for the Sub District of Louisa County, State of Virginia, in relation to the freed peoples enjoyment of the right granted to them by an Act passed by the Legislature of Virginia, February 27th, 1866 for the month ending October 31st 1866. To the best of my knowledge, there was in no cases put any obstacles in the way of a Freedmen searching for right, no case of injustice being done to them by a Officer of Peace ect. and I self hat no opurtunity of witnessing any trials outside the court house at all this month & as for the County Court, this body, as usually during my staying at this post, is acting to the best to agree with the present law and orders.
