Sir:
i have the honor to report in compliance with circular no. 10 Par 6 Hd. Qrs. A. Com. Va. March 12th 1866 that the operation of the circular mentioned has not been detrimental to the interests of the colored people of the sub-dist of Prince Wm. County. On the contrary i think it has been beneficial inasmuch as it has accustomed the people both white and black to seeing equal justice done to all, which might have been different had the freedmen first been turned over to the Courts after the Bureau ceased to look after their interests.
