I have the honor to state that not having attended the courts in the Counties comprising any District during the present month, I have no cases to report in which in my judgment the interests of the Freedmen have been neglected - I have clearly observed the manner in which the testimony of colored persons was received, and I have noticed no disposition to evade treating colored persons with impartiality or justice - I am convinced that a much more favorable state of feeling is entertained by them, who are connected with the Courts, than there was at the date of my last report.
