I have the honor to forward enclosed, A monthly Report in compliance with Circular No 10, Hd. Qrs. Asst Comm'sr, for the month of October 1866, for the county of Lunenberg, Va, and would most earnestly request that some special action be taken on it, by the Supr'dt, or by the Asst. Commissioner. In some parts of that County, the Freedom of the Coloured People is but a mockery, and unless some measures are speedily adopted, to ensure justice to the Freedmen, there will certainly be trouble in that county this coming winter.
