In compliance with Circular No. 10. Hd Qrs Asst Comm's State of Va, I have the honor to Submit the following Report.

In Lunenburg County. Va, the magistrates of. with but one exception, are not disposed to give any official attention to the numerous, and constantly increasing complaints made to them by the Freedmen. They evade preliminary examinations by confusing the complainant. (if black) Frequently directing him to the Asst Supr'dt for a settlement of the case in dispute, knowing that I have no authority to arbitrate, and prepared to resist me should I attempt it, in such cases and they are many. The result is inevitable.  The complaint is cast aside for want of official attention,
