2d. Owing to the ignorance of the Freedmen, they do not know in what form or manner to proceed, in order to bring a case before the Court.  And as the magistrates are not disposed to give them any information or advice whatever, the majority of their cases are never acted upon.  3d. As nearly all their cases are of a very trifling (but to them important) nature, no magistrate or Court will give them the attention or enquiry they are entitled to, even allowing the disposition, they cannot spare the time to do so.

For the above reasons, and also taking into consideration, the strong prejudices and injustice shown towards the Freedmen of this County, I would earnestly recommend the opening of the Freedmen's Court, and that an officer be stationed at C. House,
