In Compliance with Circular No 10. Hd Qurs Asst Comr for the State of Virginia, I have the honor to report that the Circuit and County Courts have been in Session during the present month and in all Cases brought before them where Freedmen were Concerned.   I have been present, and have seen their rights protected, and Justice done them.   every disposition was shown in both Courts to do the Freedmen full justice. And I have learned of No Case of injustice done the Freedmen by any Magistrate in this County during the same period of time

There is now Confined in the County Jail but one Freedman and his term of imprisonment has nearly expired he having been sentenced to 60 days imprisonment for stealing
