Sussex C.H. Va Sept 19 1866 Bvt Maj I.R. Senn Supt 2nd Dist Va Major Mr I.S.J. Mason Chairman of the Overseers of the Poor of Sussex Co received the copy of Circular No. 10 W.D. Bureau RF & A Lands which I handed him on Wednesday afternoon Sept 5th in his office in the Court House, but refused to give me a written receipt for the same as I twice requested him to do. He is a man of strong prejudices, violently opposed to the Government of the United States and said that he would have nothing to do with the Freedmans Bureau so long as the Civil Authorities did not have sole control over the blacks. I was told by Lt. Kingsburg that it was through Mr. Mason's opposition to the measure that Sussex Co - I mean the Overseers of the poor - declined taking the indigent Freedpeople into the number of its recognized paupers.
