In compliance with the provisions of Cir No. 10th Hd. Qrs. Asst. Comr. Va. dated Richmond Va. March 12th 1866. I have the honor to report the the result of the order "restoring to the State authorities jurisdiction in criminal cases over colored persons" has been to deprive the latter of all justice, and to place them entirely at the mercy of their former owners.
 
The testimony of colored persons has not been refused by the courts, but in the decision has been entirely ignored. In my opinion no jury could be found in this Sub District, that would convict and punish a white for an offence against a negro.
