In compliance with Par 6 Circular No. 10. Hd. Quars Asst Comr. B.R.F. and A.L. State of Virginia of date March 12th 1866. I have the honor to report that but a few trifling cases for breach of the peace - where Freedmen were parties thereto - have been tried in my Sub District during the month of November inst. and in these cases confessions were generally made by the parties charged, upon which no harsh or unjust sentences were pronounced.
