Reports that during the month past, the civil Courts of the Sub-dist in the Criminal trials of Freedmen pursue the same course as heretofore. Instances of brutal treatment of the Freedmen by the Whites are on the increase; the differences in the decisions of the Magistrates, are governed by their inclinations for or against the Freedmen. States that the civil laws of the State are too lenient to the Whites and unless there

is some change, the Freedmen will not obtain that justice which is their due.
